I will show you how to create a simple and shinning background effect using photoshop. Lets start with a new document with a black background (size 600 x 600 pixels) Then press D on your keyboard to reset your colors, And then press X to swap them.

Select your brush tool. Use the following settings:

Start creating some random lines like in the following image using your brush tool:

Go to Filter > blur > Radial blur and use the following settings:

After that go to Filter > stylize > Find edges
One more time go to Filter > Blur > Radial Blur und use the same settings as above
Next press on CTRL+I ( this will invert your colors )

This is my result what i got:

After that press on CTRL+U ( This will open Hue / Saturation window ) Use the following settings:

And your shinning background effect now ready. This is my result.

How to do a Tiger stripe text effect using photoshop? Some easy tutorial i show you. Here is the first step what you want to do. Open a new document 400×120 pixels and select a gradient tool and set the foreground color:FFD200 and background:FF9000 And make the gradient from top to bottom. Now write some text like picture below and follow other picture to setting your text effect. Please click into the images to get large image.

Set the outer glow option:

Set the inner glow option:

Set the bevel and emboss option:

Set the satin option:

I will show you how to create a good wind text effect using photoshop like the one below. Start by creating a new document size 500X300 and fill it with black,then use text tool to add your text in canvas ( I use white color ). Now duplicate the text layer and go to the original layer and go to filter > stylize > wind , then use the following options. Press ctrl + f to repeat the filter,go to filter > stylize > wind again but this time make the wind from left then press ctrl + f to repeat the filter.

Here is how your image should look like after wind effect. Now you need to apply this effect to top and bottom of text but unfortunately photoshop doesnt have a built in function to do it itself, so we will rotate canvas 90 degrees CW by using Image > Rotate Canvas > 90 CW, after that apply the wind effect from left then press ctrl + f to repeat,then do the same thing to apply it from right and repeat, then rotate canvas 90 CCW, here is the result you should have.

Now go to blending options and set color overlay (Red) for first layer and after that, drag down your duplicate text layer to first layer.
